David Crompton-Guard established DCG EM Consulting on the back of over 20 years’ experience in the field of security and emergency management, working in the police service, private industry and government organisations.
David served for over 23 years with the Greater Manchester Police in the UK, finishing his career in the Force’s Specialist Operations Branch, leading a Counter-Terrorism portfolio. As part of these duties, he spent time at Manchester International Airport, where he was responsible for emergency response planning, as well as a range of aviation security arrangements. David was involved in a number of UK Home Office advisory groups on security and was also responsible for a number of the Force’s Counter-Terrorism plans.
Coming to Australia in 2007, David spent 8 years with the Victorian Government, being involved in the Infrastructure and Transport portfolios. During this time, he occupied a variety of roles, being responsible for a range of activities, from regulation and compliance and departmental emergency planning to the conduct of state level exercises and incident management. He has extensive experience of the workings of the machinery of government, at the state level and has well developed stakeholder management skills. As an incident controller in the marine pollution space, David also has first hand experience of leading and as working as part of a team, utilising incident management systems across different agencies, to achieve sought after community outcomes.
David also managed the business continuity portfolio for Metro Trains in Melbourne, establishing robust corporate arrangements as well as a library of functional plans across a dynamic and extremely diverse business. These plans helped to prepare the organisation for a comprehensive range of foreseeable disruptions, including the onset of the Covid-19 pandemic.
David has spent the latter part of his career with V/Line Corporation, transforming their emergency plans and structures, to align them with the expectations of government and stakeholders; developing strategic and tactical capability. David led the organisation’s response to the Covid-19 pandemic, effectively steering the company through its various stages over a period of almost 2 years. This involved dynamic thinking and decision making over periods of uncertainty and rapidly changing conditions, including a period requiring the management of an infection cluster within the business.
David also constructed V/Line’s Counter Terrorism Plan, aligning it to the National Strategy for the Protection of Crowded Places from Terrorism, in addition to helping develop an holistic security training program and associated learning tools.
David is an experienced security and emergency management professional, passionate about developing staff and a proven builder of capability. He has a reputation as an honest straight talker who gets results.
